In most metropolitan areas, "minibuses" may appear again legally on a number of city streets at the beginning of next year. This turned out to be one of the results of the conclusion of the Agreement on transport services between the Governments of Moscow and the Moscow Region. Thanks to him, the transport departments of both regions approved new "adjacent interregional" suburban routes operating at unregulated tariffs.

Long live "minibuses"?

This means that tariffs for transportation and benefits will be set by the carriers themselves. For routes in the Moscow region, in this case, the Strelka card works only as an electronic wallet, from which the amount of money invented by the carrier is debited during the trip. And Troika cards and social cards have not worked on such routes at all.

In addition to paying the driver in cash, most of the approved routes will be associated with "minibuses" for passengers also in terms of the size of the rolling stock. More than 90% of them will be represented by small buses (minibuses). Formally, these routes can only stop at certain stops from the approved list. But in the absence of proper control, they can be widely used "route" method of embarking and disembarking passengers in any place not prohibited by the Traffic Rules. After all, the financial interests of carriers, in contrast to work under government contracts within the framework, depend primarily on the number of passengers transported. And not from rewards for compliance with the conditions set by government customers of transportation.

The newly agreed routes were divided into two groups - “routes starting from the territory of Moscow” and “routes starting from the territory of the Moscow region”. The corresponding regional authorized body will organize transportation for each of the lists.

The Moscow Region Ministry of Transport has already begun holding tenders for the right to service the newly approved routes. The results will be summed up at the end of December, and in January-February, carriers will be able to launch routes. A little later, the selection of carriers will also begin with the Moscow Department of Transport.

"Old acquaintances"

The routes of many of the approved ("established") routes are already familiar to passengers in the Moscow region. It so happened that several dozen routes had the approval of only one side - either the Moscow or the regional, although they worked in both constituent entities of the Russian Federation. After the adoption, a new mechanism for settling relations between neighbors appeared. An Interdepartmental Coordination Council has been created, and the lists of public transport routes have been partially preserved as before, and the rest are being written from scratch.

Routes from the "regional" part of the register got the letter "k" behind the number - this is how buses operating at unregulated tariffs are now distinguished. Moscow, on the other hand, only this year has practically finished getting rid of routes with the letter "m" at the end, which have personified the so-called "minibuses" over the past decade.

Both the Moscow and the regional lists contain routes with the terminus in the Zhulebino microdistrict or at the Lermontovsky Prospekt metro station, despite the fact that they pass through the Kotelniki metro station located in the Moscow region.

It is curious that some of the "new" routes have almost complete analogs among the previously existing ones. In this case, the "old" ones will work along with the "new" ones and will be served by the same carrier, since both routes from such pairs are included in the same lot. Some routes were already under different numbers by the Moscow Department of Transport, but previously did not find support from the regional colleagues. After tenders and the conclusion of new contracts, the routes of some existing suburban and intercity routes will be cut.

So, routes No. 310k from Taldom and No. 415k from Dubna they will change the terminal at the Savyolovsky railway station to the Altufyevo metro station. Route No. 457k from Mozhaisk will be reduced to the metro station "Slavyansky Boulevard" instead of "Park Pobedy".

And the routes No. 483k from Protvin and № 490 from Aprelevka, the first of the regional routes will acquire final stops at the Salaryevo metro station instead of the previous ones at Yugo-Zapadnaya.

Many routes are aimed at serving residents of the Moscow region, and their presence in the "Moscow" list is only a consequence of the parity of the two transport departments in servicing the common route network. Other routes are more "sharpened" for Muscovites who use shopping centers outside the Moscow Ring Road in the regional territories.

But there are also routes among the newly established ones, whose path cannot but cause surprise.

First of all - the route № 1187 ... Leninsky Prospekt, cleared of "minibuses" practically along the entire length of the Garden Ring, risks getting "minibuses" on its roadway again in the near future. The capital's register of adjacent interregional routes approved the route of this route along Leninsky Prospect, 26 Baku Commissars, Pokryshkin, Nikulinskaya Streets, Michurinsky Prospect, Ozernaya Street, MKAD, with most intermediate stops. "Novodel" is longer than its predecessors - minibuses No. 553m and 62m, reaching from "Oktyabrskaya" at best only to "Yugo-Zapadnaya". But the route № 1187 will rush to the border of the Moscow region. 20 out of 21 kilometers of this route pass through Moscow, while the Oktyabrskaya metro station is 12 kilometers further inland from the "intercepting" Yugo-Zapadnaya metro station. Surface urban passenger transport, along with the launch and route network, is one of the main metropolitan transport projects of the outgoing 2016.
