Almost 1.8 million rubles were spent on overhaul of the roof and renovation of a part of the facade. Most of funds (almost 1.5 million rubles) were allocated within the framework of the United Russia party project “Culture of the Small Homeland”. The regional budget added a little more than 320 thousand rubles.
The contractors made the new roof in less than three months. In addition, it was possible to save on tenders and use these funds to partially repair the facade, as well as replace the entrance group.

According to Sergei Ranchin, director of the Tambov Regional House of Culture, the branch of which is the House of Culture in Chernyany, thanks to a party project in Pritambov, five clubs were repaired. And this is only for the summer. A new roof appeared at the Houses of Culture in the villages of Malinovka, Streltsy, Belomestnaya Kriusha, Goreloye. The administration of the Tambov region supported the project by allocating funds for the repair of three more recreation centers.
The head of the district, Aleksey Borodin, also came to personally assess the quality of the work in Chernyany's House of Culture. I didn’t come empty-handed. The head in a solemn atmosphere presented the band from the regional House of Culture and administration with a musical gift - a new button accordion - an instrument without which it is difficult to imagine a real folk choir.

In the Tambov region, probably, you will not find a person who has not heard of the Chernyanovsky folk choir named after M.N. Mordasova. It is one of the oldest rural amateur choirs in Russia. His work is known not only in our field, but also beyond its borders. On the eve of the 100th anniversary of the choir, the renovation of the Chernyanovsky Palace of Culture is a great gift for the choir. In addition, children from a music school, a sports section, a vocal studio and other groups are engaged in the House of Culture. The library is also located here. For the two thousand population of the village council, this is big event... After all, all major events of the village take place within these walls.

The local authorities are planning to reconstruct the main village square near the recreation center, which will become another resting place for the villagers. The documents for these works have already been collected, says Alexander Skripka.
During the two years that he headed the village council, a lot has been done. The roof of the local school has been overhauled, the streets have been landscaped, the rural roads have been covered with rubble, and a lot of other things "on trifles", as the head says. Of course, there is no less to come, but the main thing is that problems are solved, they are not postponed indefinitely.
To make the village cleaner, everyone is on a clean-up day! So on the day of the opening of the recreation center, another culture - ecological - was being put in order in the village - general cleaning of the roadside territory was in full swing, residents were dismantling spontaneous dumps.
And on the way to school, there will now be a flashing LED traffic light. It was installed within the framework of the municipal program "Improvement and development of the road network of the Tambov region" for 2014-2020 ".
Everything in the village is in plain sight. A new lantern appeared, a new fence along the cemetery - these are events for the villagers. And the fact that under the new roof of the local House of Culture has become more comfortable - and even more so.

Moreover, they decided not to dwell only on urban glamor and visited a rural disco, which gathers five hundred people a season. We did not check this bike, because we arrived at the border regional center for other purposes: how to break away at local discos and see how the local youth are having fun.
The locals received us cordially and promised to show us the central rave of Berestovitsa, but nevertheless they advised us to stop by also in Olekshitsy - an urban-type settlement, which even from Grodno gathers on weekends, such dances there. We decided: why not? And in the end, in contrast, they compared a city party and a rural disco.
"Who, are you modest?"- the red-cheeked guy waves his hand and looks at the neighbor on the table. "Modest!"- without looking away, the girl looks at him intently and drinks from the glass. White. Semi-dry.
The roadside cafe "At the Viking" is shining with lights, Olekshitskiy people today make a cashier here for the whole working week.
Somehow, suddenly, in a huge hall "like a tavern" a conflict flares up, the boys begin to move the benches back and forth, heated by the warmth of their buttocks. Two police officers are watching what is happening from the "hallway" with parental affection. Someone in the hall shouts offended: "Boys, half an hour left until closing time, no need to argue!"
The boys immediately become silent, sit down and continue the feast.
"Can I have music?" shouts someone behind the counter. Music does not happen - there is a special place for this in Olekshitsy. Outside, the dog is waiting for its master and looks out into the night. The owner finishes his portion and goes to the Olekshitsky rave.
Once upon a time there was a disco in everyone big village district, but gradually the clubs languished, and when minors were forbidden to poke their noses at night events, the fountain of fun at parties finally dried up. Only the disco in Olekshitsy survived. Although this is not a disco at all, but "dance evenings for adults" - so it is said on paper.
On the threshold of the rural House of Culture, we are met by its permanent leader. Vladimir Nikolayevich came here as a distributor thirty years ago and still works as a director, a mass entertainer, a DJ and many others - a complete list of duties, positions and areas of responsibility is probably written on many pages and hardly fits into one small reportage.
- There was no time ban - they danced until the last person left. We had our own ensemble, guitars - they played until five in the morning. Then they would catch the Polish wave on the radio and rewrite it on a reel so that they could play it at the disco. And the people were! ..- Vladimir Nikolaevich finishes the ritual of preparation for the disco in his office. Sitting next to another old-timer of the House of Culture - Fedorovna. Together, the cultural workers have been entertaining the locals for ten years.
- We have no concept of "disco" - it is considered as "dance evenings for adults." Therefore, the DJ is not intended - there is no such rate. Fedorovna, artistic director, sells tickets. I play music.
On a typical day off, 40 people come to Olekshitsy - from neighboring cities and sometimes from Grodno. It’s 30 kilometers to the regional center - it’s more profitable to get in the car and five of us to come to the village “dance” for 2.5 rubles per entrance, than to hang out in the expensive regional center. But in the summer, on big holidays, Vladimir Nikolaevich takes the equipment out into the street. And then the whole area is already buzzing - it happened that at such raves there were 500 people hanging out.
- Once the neighbors complained that the child could not sleep. So we did it next time in the club. And they put a double-glazed window,- laughs Fedorovna.
Closer to one in the morning, the first visitors appear in the club. Vladimir Nikolaevich “turns on” the disco ball, gets into his workplace and starts music on his laptop. Elegant girls in heels become beautiful Christmas trees in the middle of the hall and caulk the old parquet floor.
- What else to do?- a brisk little girl smokes on the porch of the House of Culture. - I work in Grodno, on weekends I go to my parents in Malaya Berestovitsa. At home you sit with them, and at night you meet with friends. First the bar - then here.
The guys assent and then start an eternal conversation about salaries, parties and the general futility of being. The conversation turns out to be unhappy, and its content has long been known to everyone, so there is no point in retelling the essence.
An hour later, as if on command, carriages appear in front of the Palace of Culture, in which they finish what they did not finish in the bar. Viking's was closed, and the whole crowd immediately moved here. In the next second, the girls on the dance floor are eagerly sending love to hell, and the boys clap their hands and run to smoke outside to catch up and play.

- When the ban on visiting minors was introduced, the number of people dropped dramatically. Here graduates graduated from school, but they have no right to dance. Girls at 16 start dating guys: they can walk on the street, but they are not allowed to visit us. Standing on the porch - you can't go inside. And this is the very age to meet, to fall in love.
Vladimir Nikolaevich masterfully manages the playlist. Behind Loboda, Monatic begins to circle the audience, heels fall on the chipped ladder of the parquet, the boys, beautifully draped with curtains, spy on the dances.
Another minute - and now sullenly howling about the Matrang jellyfish, Yegor Creed, drunk without wine, complains to his mother about his love madness, and Katya Ivanchikova commands everyone to smile and drills the eardrum with an ultra-loud throat.
Particularly active dancers take off their hateful heels and increase the dynamics of the dance. The amplitude of hip movements, the area of contact with the dance floor and the general liberation of movements increase, so that by Despacito the warm-up part of the disco comes to an end and the most active party-goers go into the phase of desperate body movements.
- You see, there is nothing to do. Nowhere to go - everyone goes here- confesses the guy who just launched a wave on the dance floor. - And the music is good here. Better than Grodno.
The DJ, who has thoroughly studied the range of hits on the market, cuts in Drunk Groove - the most eloquent characteristic of any disco. Here the phrase also works, and the dance floor is carried away on a fascinating audio journey, in which each of us fancies the spell "a little, a little".
A little time passes, and an older audience appears in the hall, for which Leps is given. Leps tears his throat and reports that he is raising his hands. Young people do not argue and obediently dance to Grigoriev's songs.
- Hands!- Vladimir Nikolaevich shouts into the microphone. The dance floor raises its hands and drowns in the dance.
At this time, Bolshaya Berestovitsa is preparing for Saturday night. Green lanterns, densely placed along the roads, are an exceptional decoration - as if soon a modest locality will turn into a large-scale platform for a huge acid rave.
In general, locals are not offended by concerts with a serious signboard. Recently, for example, Igor Nikolaev came here with a concert. True, the public still had a sediment - someone even says that a double was visiting the regional center, because the artist stayed overnight in a local hotel, and did not leave for Grodno. Yes, and this Nikolaev seemed to be shorter in height, and his beard was somewhat different from the beard of the real Nikolaev. In short, only Lieutenant Colombo can now understand this situation. Yes, and the audience didn’t go to waste and had already forgotten the arrival of the artist, who 20 years ago gave solo recitals in Madison Square Garden, and now is storming the halls of Bolshaya Berestovitsa.
Now young people "warm up" before dancing in a restaurant that kicks up until two in the morning. By the way, he almost killed the disco, but its organizers managed to agree.
- If a restaurant is open until two and a disco until two, then who will go dancing?- explains the simple philosophy of life Anton, who is responsible for parties at the RDK. - If we had a bar, then another story. And so ... In general, the police were against dancing until four, because then they need to be on duty there until that time. But the administration made concessions - now we dance until four, and people come to us from the restaurant.
The restaurant is located in the very center of the city, next to the emergency church of the 17th century and the infernal Lenin. Right now, there is a sluggish family drama taking place there, which, like a Brazilian TV series, is watched by everyone in the audience. And so far there are only small companies near the club that are waiting for "movement".
- There was a time when there were as many as three discos: "Platform", a disco in a club and a restaurant!- Anton recalls. - Then gradually everything died out, and only ours remained. In the summer, up to a hundred people come, and now, out of season - 40. Although there are enough young people. Vaughn is a local DJ - he graduated from college and is now assigned to a collective farm.
