ACS "Express-3" is a unified interstate system of seat reservation, ticket sales and passenger traffic management. This system is the basis for the application of unified passenger service technologies by railway administrations of 10 CIS and Baltic states.

We asked the chief designer of JSC VNIIZhT Mikhail Pavlovich Berezka to tell us about the implementation of this system in the “1520 space” and the prospects for its improvement.





The Express-3 system consists of real-time application processing complexes (KOZRV) and analytical database complexes (ADB). KOZRV complexes serve the requests of railway transport customers using ticket-and-cash terminals, information and reference stations (ISU), collective use boards at railway stations (TCH), ticket vending machines (TTS - a transactional self-service terminal), Internet sites that provide users with reference information, purchase of electronic tickets and work mobile applications... Each KOZRV complex serves one or several railways, including the ability to service multiple railway administrations.

The analytical database complex (ADB) aggregates information on all passenger traffic of those railway administrations that are served by this ADB. Information about all operations with travel and transportation documents, routes and train schedules, places and wagons offered for sale, trains and wagons operated flights are loaded into the ADB in real time.

Russian railways are served by 6 KOZRV complexes and an ABD complex. Until February 2017, these systems operated within two data processing centers (Moscow and St. Petersburg), now all processing is consolidated in the Moscow data center. ADB Moscow also serves the railway administrations of the Baltic countries, and KOZRV Samara serves, in addition to Russian subscribers, also subscribers of the Tajik railway.

Complexes KOZRV ACS "Express-3" also operate in Riga, Minsk, Chisinau, Astana and Tashkent, ABD complexes - in Minsk, Astana and Tashkent. Interaction between the Russian Railways system and the systems of the CIS and Baltic countries is carried out through the data transmission network "Infoset-21".

The Express-3 system interacts with the automated control system of the Ukrzaliznitsa, with the reservation systems for European railways via the HERMES network (HOSA) and with the reservation system for Finnish railways (VR) via a dedicated communication channel.

In order to coordinate the work on the operation of the interstate ACS "Express", to coordinate the issues of its development and the introduction of new technologies in 1994, at a meeting in Brest, a permanent working group was created on the operation and development of the interstate ACS "Express" under the Directorate of the Council for Railway Transport of the Member States Commonwealth. From 1994 to 2012, the working group was headed by the chief designer of the Express automated control system, head of the VNIIZhT department, B.Ye. Marchuk.

General Director of JSC "VNIIZhT" V.V. Stepov considers the meetings of the working groups on the ACS "Express" to be an important aspect of international cooperation, contributing to the introduction of customer-oriented technologies in the 1520 area.

Basic principles of construction of the ACS "Express-3"

The Express-3 system is based on the mainframe class computer in the IBM Z / OS operating system. Currently, the Moscow data center uses an IBM Z13 server as part of a geographically distributed cluster. The server is divided into logical partitions (LPAR) in which the DBA and regional KOZRV operate.

The IBM MQSeries family of products is used for interaction between the components of the KOZRV and ADB system with each other, with other backup systems, as well as with adjacent information systems. For storing and processing information, the DB2 DBMS of the same company is used.

ACS "Express-3" was developed by order of Russian Railways, its implementation on the roads of Russian Railways began in 2001, the full transition to "Express-3" was completed in 2004, the transfer of all Russian Railways subscribers to work on TCP / IP was completed in 2006 year.

In 2005–2010, licensing agreements were concluded and the Express-3 system was introduced on the railways of the CIS and Baltic states. At the same time, Russian Railways, being interested in preserving end-to-end passenger service technologies, established minimum cost licenses for the right to use the software of the ACS "Express-3".

The preservation and development of the unified interstate automated control system "Express" allows the introduction of new passenger service technologies in the majority of railway administrations of the CIS and Baltic states, ensuring the provision of an agreed upon between these railways. administrations of the list of privileges and discount fares for passengers, at any ticket office to issue a ticket for any route within this single transport space. In 2012, Russian Railways introduced and over the next years actively developed the technology for issuing electronic travel documents. Currently, more than 45% of Russian Railways tickets are issued electronically on websites and in ticket vending machines, without the participation of cashiers. For high-speed trains the share of electronic sales is 75%. The technology of selling via the Internet has also been introduced in Belarus, Kazakhstan, Latvia and Uzbekistan, and it is planned to be introduced in Tajikistan in the near future.

Within the framework of e-ticket technology, projects have been implemented for electronic registration, the formation and transfer of a sheet of travel documents to the train, the formation of sheets for the control of trains by audit services. Currently, the technology of using electronic tickets in interstate traffic is being introduced. Most of the trains of interstate communication are already operating in the electronic registration mode. In the near future, a passenger will be able to purchase electronic tickets on any of the websites of railway administrations using the Express-3 automated control system, and use them in trains of all these railways. administrations.

In recent years, the following technologies have been implemented and successfully applied:

- preliminary selection of the meal option by the passenger;

- registration of travel documents and registration of trips of participants of the RZD-Bonus loyalty program, including the issuance of bonus tickets and tickets with a discount in accordance with the category of the participant. The Russian Railways-Bonus program, registered with the Express-3 automated control system, currently has about 2.5 million people;

- sale of discount cards and registration of travel documents taking into account these discounts, implementation of discount programs for various categories of passengers;

- increasing the maximum possible period for reserving seats and selling tickets from 60 to 180 days;

- automation of control of mutual settlements with clients - legal entities on the basis of unified personal accounts;

- support of the technology for registering the actual boarding of passengers on board the train and uploading information about the actual boarding into the Express ACS database;

- implementation of the technology of official transportation and transportation according to the personal needs of the transport complex employees according to virtual transport requirements, formed in the form of records in the database and not having a physical medium;

- registration of multimodal and multimodal transport (bus and bus-ferry), including with a butt train ticket;

- dynamic tariffication of travel documents, depending on the period of sale and the actual load of a particular train trip, which is used for the Sapsan trains of Russian Railways, a similar system has also been developed for trains of the railways of Kazakhstan;

- interaction with the external dynamic billing system (ASUMD) used for FPC trains, which provides for daily and online loading from the Express automated control system of information on the rate of seats and seat reservations and transmission to the Express automated control system in real time of information on setting and changing tariffs;

- implementation of a new software and hardware complex "Cashier's workplace" (PAK RMK) with an improved user interface and design of all types of travel and shipping documents on a universal form, protected by a two-dimensional barcode with an electronic signature.

This year it is planned to develop and introduce new technologies:

- registration of additional reusable meals at the choice of the passenger on the entire route of his travel;

- indication of the local time of departure and arrival on travel documents, optimization of the placement of information and the use of pictograms in order to increase the readability of the travel document;

- implementation of the "Business Pass" project for the "Sapsan" trains, which provides the opportunity for a passenger to purchase a certain number of trips with a guarantee of subsequent provision of seats;

- support of the technology of maintaining in real time the passenger lists for trains on the way, bringing this information to the terminal equipment on the trains.

Modernization and prospects

ACS "Express-3" is developed on the mainframe class computer platform. Computers of this class have not only high power and performance, but also high cost... Therefore, the most expedient direction of modernization of technical means is the consolidation of data processing in powerful data centers. Software and hardware systems require modernization at least every 3-4 years. For railway administrations with a small volume of traffic, the modernization and development of their software and hardware systems seems impractical, since the cost of equipment, system software, the need for training and retaining highly qualified specialists for its operation is not adequate to the volume of traffic of these railways. administrations. The optimal solution here seems to be the transfer of information resources of these railway administrations to the data centers of large railways. administrations, as has already been done for the administrations of the KRG and TR.

ACS "Express-3" currently satisfies the needs of the subjects of the transport complex and continues to develop. Like any information system, Express-3 has its own specific life cycle. Despite the fact that there is a significant development potential in the basic technologies of ticket sales, after a while it will be exhausted, which will require the creation of a new generation system. Certain architectural solutions, laid down even during the creation of Express-2 and inherited in Express-3, played an important role in the efficiency and longevity of the system, but now they are starting to create some limitations.

When planning the timing and stages of creating a new system, it is important not to try to get a quick effect, but to focus on enough a long period migration. According to the experience of migration of similar systems, the real is a five-seven-year period, with the start of implementation 2.5-3 years after the start of the design of a new system. The experience of creating the Express-5 automated control system in 2014-2016 without taking into account these factors and the recommendations of the Express-3 developers turned out to be unsuccessful. In any case, the operability and relevance of the Express-3 system will be maintained for at least the specified period of 5-7 years and until the confirmation of the real possibility of completing the transition to the new system.

The new system should be built using the accumulated technological experience, principles of development, implementation and development of the Express-3 automated control system. At the same time, it is necessary to use the capabilities of modern programming and design tools. The basis of the new system should also include those entities and capabilities that are currently absent in Express-3, for example, the simultaneous application of many tariffs, the ability to link a complete set of services for maintenance into a single tuple, dynamic tracking of the implementation of such a package of services with interactive customer interaction and much more. It is also important to provide for a phased migration of functionality and information resources from the existing one to the new system. The new system should be built with the ability to serve many railway administrations and many carriers.

1. BASIS FOR DEVELOPMENT

2. GENERAL PROVISIONS

The purpose of creating an electronic ticket information technology based on the Express-3 automated control system is to improve the level of passenger service, improve the quality of organizing the sale of electronic tickets for long-distance trains and high-speed commuter trains with the provision of seats and increase the efficiency of the implementation of rail passenger transportation services.
The order of the Ministry of Transport of the Russian Federation of August 31, 2011 N 228 "On establishing the form of an electronic travel document (ticket) for railway transport" that has come into force makes it possible to change the process of selling electronic tickets in terms of:
- organizing the processing of travel documents using various sales channels (including at ticket offices, through web resources, TTS, payment terminals, mobile devices, etc.), including the unification of the applied technical and software solutions;
- organizing the return of electronic tickets;
- accounting systems Money from the sale of electronic tickets;
- organizing the boarding of passengers on the train;
- travel information systems.
The introduction of technology will allow:
- expand the technological process of selling passenger transportation services by rail using modern information technologies for issuing an electronic ticket using the Internet;

3. PURPOSE

This technology determines the procedure for the sale and accounting of electronic tickets using the Internet based on the Express-3 automated control system.
Technology describes:
- the process of issuing electronic tickets using the Internet;
- the process of generating and issuing to customers a set of control coupons of electronic tickets and control coupons with a 2D barcode printed on them (boarding coupons), intended for organizing passenger boarding on the train;
- the process of returning electronic tickets in the personal account of the web portal on which the electronic ticket is issued;
- the process of issuing boarding passes on existing equipment using existing types forms of strict accountability, designed to organize passenger boarding on the train;
