The final settlement between the former and the new owner of the floating launch site is scheduled for June next year, when the command vessel and launch platform will be registered in Liberia.

S7 has already taken over the ownership of Sea Launch. To do this, it was necessary to sign a number of documents, and the last of them, completing the transaction, we closed in December. S7 has already assumed part of the cost of maintaining the floating spaceport and infrastructure, - said Vladimir Solntsev.

According to the head of RKK, the final settlement between Energia and S7 is scheduled for June 2017 - by that date, the command ship and launch platform will be re-registered from California to Liberia.

The head of Energia noted that the signing of an agreement on the settlement of the dispute over Sea Launch between Boeing and RSC is scheduled for the first half of January 2017. The document was planned to be signed by the end of November, but, according to Vladimir Solntsev, they did not have time to draw up the papers.

The signing of the settlement agreement was preceded by a lengthy trial. The lawsuit was filed on February 1, 2013 in the Central District Court of California. The statement on behalf of Boeing to RSC Energia and Dnipropetrovsk Yuzhmashzavod and KB Yuzhnoye (these enterprises were members of the Sea Launch consortium before its bankruptcy in 2009) contained four demands: two of them were addressed to RSC Energia "and its subsidiaries related to Sea Launch - Energia Overseas LLC and Energia Logistics Ltd.

The crux of the matter lies in the disagreements of the former partners in the Sea Launch consortium regarding the 1996 Agreement on Safeguards and Security. This document states that if one of the parties takes responsibility for the loan attracted for the needs of the project, then the other shareholders of Sea Launch are responsible for it proportional to the size of their participation. With this clause of the agreement in mind, Sea Launch raised $ 270 million in 2004 under guarantees from Boeing and Kvaerner (a Norwegian shipbuilding company, a Sea Launch member), and in 2005, under a similar scheme, another $ 200 million.

Settlement time came in the summer of 2009: by that time, Sea Launch had actually gone bankrupt, and Boeing decided to withdraw from the project and closed financial obligations by paying $ 448 million to creditors. The American corporation accounted for $ 179 million. Kvaerner returned its part of the debt to Boeing in parts in 2009-2010 years. And Energia and Yuzhmash refused to pay.

In September last year, the court decided to satisfy Boeing's claims against Russian and Ukrainian companies. After that, Boeing and Energia began negotiations to resolve the dispute.
